Last week we reported that the Senate passed HB 3546, which would grant a 360-day extension to the current 180-day deadline for processing Measure 37 claims, but we failed to mention that HB 3546 was also signed into law by Governor Kulongoski. HB 3540, which would refer to voters a fix of many of the substantive problems with the measure, is likely to head to the Senate floor next week, although there are still amendments floating around.
In the mean time, OCN is actively lobbying to place a hold on development pending the outcome of the election and we are still waiting for the bill that sets the election date and ballot title for the referral.
