Last week SB 859 was amended to eliminate the problems that would have caused it to be considered a rollback. As originally written, this bill would have expanded the number of tax check off beneficiaries and rotated them each year, which is good for more charities but bad when ODFW non-game division funding is at stake.  Now, the ODFW checkoff box won’t rotate off the list.  This bill also now establishes a sunset for the ODFW checkoff box, which will force the legislature to fund the program through the normal budget process, and not rely on donations from taxpayers.
