A number of amendments were made to HB 3540 when it passed the Senate Environment and Natural Resources committee earlier this week and later on to Ways and Means, which it then passed out of today. It is now headed to the Senate floor. Overall, many of the amendments are necessary for clarification, and some are substantive, but HB 3540 is still a fix of many of the substantive problems with Measure 37 which will be referred to the voters. It is likely to head to the Senate floor Tuesday, then back to the House for concurrence.
In the mean time, OCN is still actively lobbying to place a hold on development pending the outcome of the election and we are still waiting for the bill that sets the election date and ballot title for the referral.
