HB 3525, or the “Oasis” bill had a public hearing today in the House Energy and Environment committee. This well publicized bill directs Oregon Water Resources Department to issue new consumptive water rights from the Columbia River at a rate of 500,000 acre feet of water per year. The proposal fails to provide protections for Columbia River in-stream flows and is inconsistent with recovery goals in the Endangered Species Act. In addition, Oasis does not help critical groundwater users in NE Oregon where existing farming and municipal water wells are going dry.
