This bill would allow 500,000 acre feet of water withdrawals from the Columbia at any time of year. It would override and require repeal of the Sensitive Stock Rules that protect fish in the Columbia from excessive water withdrawals in the spring and summer. It could require repeal of the water availability rules as well.  HB 3525 upsets a longstanding effort between water users and Native American tribes to address both in stream and consumptive uses in  the Umatilla Basin.
